平權行動的終結和大學招生的未來

不久前，美國最高法院以決(jue) 定性多數推翻了40多年來大學招生采用的平權政策。

在這項6票對3票的裁決(jue) 中，最高法院占多數的保守派大法官裁定哈佛大學和北卡羅來納大學的“平權行動”（Affirmative Action）招生計劃違憲。

多年來，全國各地的招生官一直在為(wei) 這種不可避免的情況做準備。Affirmative Action的終結，對華裔學生是個(ge) 大好消息，但是很難削弱頂尖學院對招收來自不同背景學生的承諾。

1 根據這一裁決(jue) ，招生工作將如何變化？

在最高法院的裁決(jue) 之前，其實大學招生中的平權行動已經在九個(ge) 州被取締，包括加利福尼亞(ya) 州、密歇根州和德克薩斯州。

在加州209號提案禁止招生中采取平權行動（1996年）之後，加州大學實施了多項種族中立的替代方案：包括針對低收入學生的外展工作、為(wei) 更多學生提供入學保證、以及取消標準化考試成績。根據加州大學去年夏天提交給最高法院的法庭之友陳述，這些政策改善了地域多樣性，增加了低收入學生。

密歇根州的選民在 2006 年通過了類似的公投（提案 2），但很快就發現非洲裔和拉丁裔學生的入學人數急劇下降。

德克薩斯州公立大學必須自動接收每一位以班級前 10% 成績畢業(ye) 的德克薩斯州高中生。但對於(yu) UT-Austin 來說，德克薩斯州的學生如果在班級中名列前 6%，就會(hui) 自動被錄取，而且州法律要求 75% 的新生可以通過這種方式被錄取。剩下的 25% 通過傳(chuan) 統的整體(ti) 審查流程被錄取。

那麽(me) ，考慮到這些現實世界的例子，高校--尤其是不依靠國家提供大部分學生的私立機構--將如何改變他們(men) 的外展和招生，繼續擴大代表性不足的少數族裔學生的入學機會(hui) ？

在這方麵，許多基礎工作已經打好了。與(yu) Questbridge、Posse 和 College Horizons 等社區組織合作，為(wei) 大學提供了接觸弱勢背景和社區的優(you) 秀學生的新途徑。

2 根據最高法院的裁決(jue) ，大學招生選拔程序發生變化

最高法院的裁決(jue) 是在提前招生截止日期前短短幾個(ge) 月做出的，該決(jue) 定將在申請 2028 屆畢業(ye) 生（2024 年高中畢業(ye) ）的學生中得到全麵實施。一些轉變已經發生了。正如《紐約時報》五月報道的那樣，Common App將刪除族裔信息。

但是學生通過申請表，還有很多機會(hui) 提供文化背景線索。更明顯的線索包括姓名（學生和家長）、在家使用的語言、少數族裔的教會(hui) ，以文化為(wei) 主題的課外活動如黑人、拉丁裔和亞(ya) 太裔學生團體(ti) 、舞蹈形式如印度古典舞、踢踏舞和民俗舞、以及鼓樂(le) 隊等音樂(le) 團體(ti) ，等等。讀者可以通過高中概況也可了解學生高中和社區的人口統計信息。學生也可能表示參與(yu) 了針對少數群體(ti) 的輔導組織，如 Questbridge 或 Prep for Prep。

大學申請主作文和各大學的文書(shu) 也為(wei) 學生提供充足的機會(hui) 來分享他們(men) 的背景細節。有趣的是，首席大法官約翰·羅伯茨寫(xie) 道：“沒有任何法律禁止大學考慮申請人關(guan) 於(yu) 種族如何影響申請人生活的討論，隻要這種討論與(yu) 申請人的性格品質或獨特能力相關(guan) "。

頂尖學校實行的全麵招生流程已經允許考慮申請人的種族如何影響他們(men) 的生活，就像首席大法官所闡述的那樣。不妨看看 Common App 的七個(ge) 論文題目中的第一個(ge) ：“Some students have a background, identity, interest, or talent that is so meaningful they believe their application would be incomplete without it. If this sounds like you, then please share your story”.

雖然大多數大學尚未發布補充問題，去年的文書(shu) 命題已為(wei) 學生提供討論文化背景和生活經曆的空間：MIT: MIT brings people with diverse backgrounds and experiences together to better the lives of others. Our students work to improve their communities in different ways, from tackling the world’s biggest challenges to being a good friend. Describe one way you have collaborated with people who are different from you to contribute to your community.

Dartmouth: “Be yourself,” Oscar Wilde advised. “Everyone else is taken.” Introduce yourself in 200-250 words.
University of Richmond: Richmond welcomes students from various backgrounds, perspectives, and lived experiences. What is at least one way you will contribute to our community that is not already mentioned in your application?

NYU: NYU was founded on the belief that a student’s identity should not dictate the ability for them to access higher education. That sense of opportunity for all students, of all backgrounds, remains a part of who we are today and a critical part of what makes us a world class university. Our community embraces diversity, in all its forms, as a cornerstone of the NYU experience. Tufts: How have the environments or experiences of your upbringing – your family, home, neighborhood, or community – shaped the person you are today?
